When I download the latest version ( RAR file 6448_Redfront15tot) and unzip and load it, the Soviet player cannot build Refugees. Is this intentional or a problem with my installation?

RF 1.5 is a completed and previously well tested scenario that has just been tweaked for TOT.
Where are you in the war comrades?

Cannot 'Build refugee's'

It is true that you cannot build refugee's in summer 1941, they are only created by special events or at the start of the scenario. But you still will have quite a few to work with.
In anycase you are however allowed to build labour brigades at the apropriete time after the initial surprise of the german onslaught.---------------------------------------------

1. For Refugees, all parameters in rules1 say that they should be buildable:
According to
@UNITS_ADVANCED
11111111, 00000000, 0, 0000000000000000,0000000000000000,0000000000000000 ,10000000
they are buildable by all civs.
2.The prerequisite tech is 'Soviet' which they have at the start of the scen.
3. Also, in the Units section of the Civilopedia there is no message in red stating that 'You cannot build this unit'.
4. I know that this sounds absolutely insane but the only reason they are not buildable is one new parameter that you have given to the General unit
General, nil, 0, 0.,0, 0a,2d, 6h,1f, 2,0, 1, no, 000000000000000
Change the 0a to 1a or something else, and Refugees become buildable. As I said, absolutely insane, but true.

I played 5 turns of RF 1.5 TOT and came to the regrettable conclusion that it has not been adequately tested and that it is effectively unplayable.
The crux of the problem is that by October the Germans are 500+ units stronger than on June 22 and that there is nothing that players can do to either lessen this increase in German strength or to withstand the resulting onslaught.
The predecessor of this scen, RF 1.5, is a good scen and very playable but some changes made in RF 1.5 TOT have badly screwed it up.Last edited by AGRICOLA; August 2, 2008, 07:25.Excerpts from the Manual of the Civilization Fanatic :
