to expand on my proposal -
assuming a popular vote-no limitations-automatic entry format, it will be impossible for everyone to play every scenario. Atvleast if we section it into time periods, voters can make an effort to play atleast all the entries in the category they feel they are qualified to give a vote.

What would be the problem with just keeping all the contest categories? They don't seem to conflict with one another:
1. Ancient and Middle Ages
2. Discovery and Industrial
3. WWII and Atomic
4. Fantasy and Science Fiction
5. Best first (or second?) scenario.
6. Technically most innovative scen.
7. Best scen.

Its not reallya matter of conflict. Lets say you want to vote for 'Best scen'. Are you going to play every entry (maybe 30 at the rate we're going) to see which is best? What if you play only some of them and you missed out the one that really is the best, how could the vote be accurate then? If we don't want this to turn out into a popularity contest or marketing exercise, we can't have the categories too broad.
Now if we had one winner from each period and then held a second vote 2 months later for best of the best and most innovative among those winners, that would be feasible.
