Presuming I capture an enemy city, how do I hand it back to a minor ally?
Also is the game working correctly as the Pro-Westerners have just captured a Pro-Soviet city without any help from me?
When fighting a proxy war I can attack enemy (Pro-Soviet troops and cities) within the zone of the Proxy war. Can the Soviets and Chinese (for example ) attack my units?
If so then what is the area of combat? Can they only attack over land or are Warships and Aircraft legitimate targets for both sides?
BTW the PC seems to have started working again so I may not have to reboot.
If I get answers to these questions I will play my turn tomorrow morning.
Sorry for delay but I was waiting for answers to the questions in previous posts. As it turns out there was no military action so the answers can wait but I would still like to be clear on the Proxy wars issue.

Yep, they are at a permanent state of war, with event spawned guerillas at various hot spots around the globe. This also mean Iraq may suddely attack Iran for instance, but then the world would react, no? Up to the human players to decide

Yep, after the declared combat zone, any such units are open for attack.

If it for instance is vietnam, then declare the combat zone within Vietnam's aproximately real life border, using the 'show grid' option. Make a screenshot and red out the combat area.

However in the Civ world it is real enough and NATO is producing engineers as we spaek to clean up its unsightly mess

For whoever takes over I have made some quite detailed plans that I can send you. I am sure you will have plans of your own but you may find my version entertaining if nothing else
