    What are the normal requirements for generating partisan units from captured cities?

    According to tests I've just performed, giving a civ Gue doesn't do it.

    I seem to recall that gunpowder, communism, and possibly conscription had some effect. In Aoc, IIRC, tried to give the gunpowder tech to the byzs in order to eliminate all barracks. It did that, but it also created partisan units around captured cities, which was not desired.

    Is there a link to the strategy boys' discussion somewhere?

      That was a very informative thread. One thing I am still a bit confused about from the discussion near the end...

      If you turn off tech from conquest, does that have any implications?

        Sorry, but I am the last guy in the world to try to answer your question.

        However, what I can do is suggest that all designers and players download THE GREAT LIBRARY INDEX #2 from



        as a Word document and file it in their CIV 2 utility folder. It is not only an index but also has links to all sources of CIV 2 info so that one can get at them without needing to go through Poly.
