I made a simple tool that allows tech exchange in PBEM games. (Yaroslav's CivDip ignores some techs, so I made the tool in order to patch this problem.)
Description
Technically this tool changes a savefile and adds one tech to a selected civ (and raises its tech number by 1 of course). Simultaneously it makes a backup of the savefile (with an extension .bak) and creates a report in a file 'Civ2AddTech.txt' (reports are overwritten, so you should rename old ones if you want to preserve them).
The tool requires rules.txt in the folder of the savefile.
PBEM usage: It is supposed one side of a deal applies the tool and sends a report to the other side.
Neither Civ2AddTech nor Yaroslav's CivDip supports Great Library. You have to add the traded tech to a GL owner if needed.
A note: Civ2AddTech gives you no hint whether the recipient had the tech already.

version 1.0: a window of the program is usually not visible after it opens: it is opened left from your primary monitor, you must use Alt-spacebar and move the window right.
