Sorry to barge in like this, but I have a question for Exile:
Is it the Nuclear fission tech that gives you diplomatic edge, or is it a unit in Nuclear missile slot ?
(if I remember correctly message "Our words are backed with nuclear weapons ..." appears when the other side has a unit in nuke's slot)
