I've got one more monster hammer that I'm holding in reserve.
1.) Give Romans the monotheism tech. call it something innocuous.
2.) Give Romans Michaelangelo someplace. Probably constantinople.
3.) Set the cities number-before-disorder waaaaaay down. Or the unrest factor waaaaay up. Or both.
4.) Event obsoletes Michaelangelo.
5.) Big trouble.
6.) Later in the game, another tech allows Cathedrals, which can be built because the Romans already have mono, and will, to some extent, allow the suppression of unrest. If the number of cities is reduced, say, by losing a number of them to invaders, then the empire will also be easier to govern and maintain.
This is too hideous at present to contemplate, but with a mechanism like this one, collapse via chronic & widespread unrest is almost inevitable. To keep order in the cities (and thus maintain income & military construction) the lux level will have to be through the roof, especially as the gov is dictatorship. The number combinations are variable too. It can be made worse by degrees, until a satisfactory outcome is achieved. I don't actually want to make things this difficult, but it may have to be done. The empire WILL decline, and it can be forced.

A systems collapse that cannot be halted by any means that the player has. The purpose here is to leave the empire prostrate in the face of potential enemies, who will then attack and occupy regions and establish independent kingdoms.
Pulling all available trix, I CAN bring about a total systems collapse.
The trick will be to see whether the barbarians of various sorts will take advantage of such weakness and attack. This is a bizarre quandry, actually. My own experience with other civs (as opposed to barbs), and using MGE, is that they are treacherous, rabid, totally ruthless aggrssors. But in this one, they don't seem to be as active as I'd anticipated. I'm not at all sure the goto events I've put in function, so I might have to create more. I've still got to put in a number of 6th century events. This is truly the critical point of the scenario. Watching your large empire fall apart and watching new states appear in your old domains is only the first part of the scenario. The intention at that point is to model the era of Justinian, w/fewer cities. This is crucial and we're not there yet.
