JS Bach's Cathedral - continent or whole civ?

Does the JS Bach's wonder only affect cities on the same continent, as per the civilopedia? I'm sure I've heard somewhere that it actually affects all cities in your empire. I need to know since my empire covers several islands, and I don't want to waste it by building on a smaller island e.g. the one where my four oldest and largest cities are located.

The effects of JSB are universal. The Civilopedia is wrong. In every city two unhappies are made content. Build it and prosper.
