There's something I want to clarify that seems to be misunderstood here - the terrorists attacking Israel are event made Palestinian terrorist units and NOT Lebanese Hezbollah units. I'm mentioning this because I want it to be clear that the conflicts and untis are separate. The same problem applies in other conflict zones so please ask me who you're fighting before retaliating.

You can't expect me to do nothing. Since they're event created and taking shelter in cities, hen they're not attacking me (thus dissappearing) I can't defend myself.
