First of all, I am suprised how nice the map and artwork is.
However, playing Austria sux. With maximum tax level, I still have 38 income compared to 76 costs...
It means 1/3 deficit. Htf am I supposed to deal with it?
Get tax collectors? I can't, for all my cities but two have stagnant food production; they produce just as much as they eat. Of the other two, one produces 1 food more than it eats, and one - 1 less, with no possibilities of changing that. Oh, two of my cities are revolting, to calm them down I need to make them starve
Irrigation has no effect - I guess I have despotism as my gouverment. It must be somekind of mistake. How am I supposed to play that?
Even if I build plantations, the food production will not change. With no food production, I can not have tax collectors, for my cities would starve. With no tax collectors, I'll quickly run out of money. Huzzah and hurrah.
It seems, judging from your previous remarks, that I can research a new gov... great. But with max science rate, next tech will come after barely 120 turns...
Of course, I can have some scientists - but then, my cities will starve. They have no food supplies, so it will take just a couple of turns.
I honestly don't know what to do. I've taken some steps, but they can hardly help.

Pbmes are always played in King Level, specially if there are civs with obsolte governments( despotism ).
i don't see nothing in the readme regarding the skill level we have to use for this scen.
is that ok?
@Heresson: dude, you can build trade units, send them around the world and you can get science. with despotism, it's hard you get new tech just with the scientist collectors.

So that's why there are all the revolts. The scenario does start up with King as its default.
I'll post the new rules txt as soon as I can get hold of it.
Can I ask everyone who hasn't already done so to playtest their civ to get a feel of it beforehand?
Nilat, you can take Prussia instead of me if you like. I'm currently in 4 PBEMs and wouldn't mind reducing it to 3 to save myself some time so I can focus more on getting those turns up on time.
