You have conviced me that my original statement about IRB not applying to buildings was wrong. However, your example makes me more inclined to believe it is (at best) an unintended feature.
The discussion so far has left me believing that IRB is part of a collection of micro-management techniques that were not explicit features of the game but which may be used without going against the "spirit of the game".
