I noticed something odd as I tested Dalek last night...!
Even though settlers are non buildable, and are banned to
all civs in the extended unit settings, when a city is taken,
the settler is in the city's build list immediately on capture...!
What gives?
Surely the CIV2 engine should default to the first most useful
defence unit? I wonder what parameters affect this...???
Anyone got a solution to this problem, short of just making
the settler into a defence unit? (which is a capitulation to
the CIV2 engine!)

I made sure all the cities were not building settlers when
I saved the SCN file...So I any advice would be appreciated...
