OCC - Capital and only city bribed?

I was playing this OCC beyond spaceship landing, and not only did the Spanish (fundy) manage to steal tech over tech from my city, they also bribed the German capital (destroying them) and shortly later mine.

WTF?

Maybe the gloves come off once the game has been 'won' - but I must admit that I really don't have a clue

I didn't know it was possible to continue a game after landing. Don't you always get the landing video, and the game is over?

Yes, but it asks you if you want to quit or continue... never did take that option so I have no clue on changes in AI behavior or rules...

It is weird but then it's FW, and FW has been known to have some odd diplomacy anyway.
