    Does the AI need to be a certain government before it will irrigate/mine certain types of terrain? If the government is set to 'never', will the AI always modify it regardless of what government?

    1. That's my read on the comments above @TERRAIN in Rules.txt.

    2. I'd interpret never as never. I don't think you can get settlers to start irrigation during anarchy (i.e. a government value <1), but setting the value for 1 will allow the ai to mine/irrigate when it's under anything but anarchy.

    Having said all this, I've never tested it.

    Anyone seriously try to program settlers using @TERRAIN values?

      I want to do a 1936 scenario based on Hearts of Iron... it will involve each nation having to develop their industry complexes in order to build expensive weapons, which will take 12 turns (the length of a year in the game). The benefits of an industry will be immense, but I'm taking away the ability to build industries on mountains and hills, as it seems unrealistic.
