Just had an idea - replacing the Nuclear Plant as a 'Concentration Camp'. Nuclear meltdown could be renamed 'Inmates break free from Concentration camp!'. Pollution, since it's never used in WW2 scenarios, could be replaced by 'free inmates' that need to be cleared away.

Maybe rather a Ghetto, like the Warsaw Ghetto (i.e. "Revolt in the Warsaw Ghetto. Large parts of the city are destroyed in the fights"). Pollution would simply be rubble.

You can also substitute an appropriate image sequence in Tiles.dll (85 1033).

This one was excised from a 640x480 gif that I'm using for this purpose. It generates a waving flag when a city with a nuke reactor revolts. The palette's limiting, though.

I once thought of something like thise.. in a south-american scenario I would've changed 'pollution' to 'favela'. In this scenario pollution could be refugee camps or something like that.. although better use might be possible if nuking is possible.

I think he's doing it in MGE. Though I do want to learn more about this.

If someone could make a better graphic than this one , I'll post a step-by-step.

                New ww2 government model

I think I may have come up with a killer recipe for a prefectly balanced pre-ww2 scenario (or ww for that matter), with governments representing economic systems:

                Market Economy (Republic):
This will be the government of USA, Britain and France. However, to balance out this superior government, it will only be able to build the inferior Caravan unit. This way development will be slower.

                State Ecomony (Monarchy):
This will be the government of Germany and Japan. Inferior government, yes, but they will be able to build the superior Freight unit, to give bigger revenues for their trades.

                Plan Economy (Democracy):
As the USSR was an isolated nation, they will have no trade unit. However, they will have the superior Democracy government, and an improved infrastructure, so they can keep up with the other nations' development through trade, with shere budget superiority. USSR would also have the UN wonder, so Stalin may declare war as seen fit. How that will react to a war against it I havn't tested yet. Is there anyway to hex edit out that forced cease fire effect?.

But in general this could work very well as I see it.

                Any thoughts?

I have been having an "interesting" time with expanding a modern Monarchy from 4 to 45+ cities in Tech's "Warlords of China". Most of the cities are smaller than size 7.

The "Unhappiness due to civ size" associated with Monarchy is a problem that appears when the number of owned cities reaches ~25 and then becomes worse as more cities are captured.

I would suggest that you dig up an old Blitz save, change Germany to a Monarchy, give it ~25 cities and then embark on a campaign of rapid conquest by using the cheat mode to eliminate enemy garrisons. Any trouble will show up on the turn following the capture of an enemy city or cities.

If you can manage the German cities successfully, then by all means use Monarchy in your new scen.
Excerpts from the Manual of the Civilization Fanatic :

Money can buy happiness, just raise the luxury rate to 50%.
Money is not the root of all evil, it is the root of great empires.

Will do, John. Alternatively the Axis could have Communism.
