    I had a recent vanilla game where I dropped behind the Mongols for some reason. They nuked some random cities of mine that were neither very big (some of them were, but I had far bigger cities in my empire) nor had a very big concentration of military forces in them. I still have the savegames, maybe I can find something out.

      i just rember cheating the AI with nukes. it used to place it near my coast. like if you use the "create a unit" - option in the cheat-menu. that was strange.

        I have definitely seen AIs nuke each other in non-scenario, ToT games. It doesn't happen often, but it has happened.

        I agree about units, though - the AI never seems to nuke units.

          I think that the target value of a city is determined not only by the number of units in it, but also the ones around it; it's about how many units will be destroyed (and those adjacent to the city will get too).

          And somehow city size seems to be involved...
