    there are seven powers in the Avalon Hill game of diplomacy.

    What if for a civ2 scenario

    there was a map with cities following the Diplomacy board and terrain with zero move cost connecting the correct cities

    there was a ring of move cost one terrain around each city

    each army unit was given movement allowance of two

    each city had a production of one

    neutral cities were given to barbarians

    each power had a government that required support after zero units

    navy units were transports with very high move allowance

    units had a build cost of zero

    no settlers are enabled

    negotiations are enabled

    nah it wouldn't work, the AI would always try to garrison its cities and never attack.

        Just, just as the board game is no fun playing against one self, this could work well for MP games!
