Call To Power 2 Cradle 3+ mod in progress: https://apolyton.net/forum/other-games/call-to-power-2/ctp2-creation/9437883-making-cradle-3-fully-compatible-with-the-apolyton-edition
Me again. It seems that cities of similar size and production can have drastically different "yellow triangle" ratings. Any ideas about that? Also, does anyone know quantitatively the effect of the various pollution improvements?
I posted a query about pollution about a month ago and had it definitively answered. I'll go hunt for the thread a bit later, but suffice it to say, there's a lot of factors to pollution in a city.
Learning Automobile and Plastics boosts triangles/smokestacks, all other things being equal. Each of Superhighways and Power Plant will add to pollution shown in the city window.
So, assume you have a size 12 city with a few mines around it and a Factory, and another size 12 city that is mostly grass, but has a Factory, Superhighways and Power Plant. The two cities could be pumping out the same number of shields, but the latter city would probably generate a lot more warning triangles/smokestacks.
Something I didn't know until recently - the further you get into the tech tree, the greater the chance of pollution occurring in a given turn.

Check the GreatLibrary/Index threads that are topped here and at CivFanatics for a link to Starlifter's Pollution thread. It gives quantitative analysis of pollution factors and remedial measures.
Playing in the latest GOTM (at Civ F), having Hoovers, I noticed a flaw. In a few of my cities around size 6-8, built a factory & went from 10 shields to 20 shields -- no yellow triangles. Added a Solar plant (no additional shields, no additional population) and voila! 3-4 yellow triangles.
What gives?
(Saves to be posted later.)
Those with lower expectations face fewer disappointments
There are date and/or number of techs issues with increasing pollution factors, which might have bit you to get to the point of building a SolPlant. Check Starlifter's thread for some formulas on that.
