That's important. The airfield terrain improvement works much better than the fortification to allow stacking. Units, including barbarian units, move and attack normally - something that doesn't happen with forts. And AI units tend (at least in ToT) to work in stacks, which is more realistic.
Units carried by naval units still sit there if their transport is sunk, so you can't really use it for ocean. And of course you can't use it for modern scenarios, since air units are only able to move to the adjacent tile.
So, if a generic stacking improvement could be developed, it would be a great development. Also, if CPSL could detect which units were on a sunk ship and destroy them, it would be applicable to naval combat as well.
