Oedo turns happen every four turns, with the starting turn as #1. If you are playing Deity level there are a couple lists here:

There's a list for King level here:
Gov't Change, Super Science City, & Super Growth Switching Government Original Author: Oedo; Updated by Duke of Marlbrough in October 2006. A discovery has been made by Oedo concerning the turn on which government changes happen. It's not random. First, you need to determine how many turns your game has. That depends on your difficulty

If you are below Deity you need to figure out when the turn lengths change. Here's some stats from CivFanatics:
Scrolls of Ancient WisdomAuthor: Stefan Winkler Sections: Airbase Magic Irrigation Anywhere Settler Speedup Trade-offs Bribery Spaceship Shuffle Demographics Time Warp Foreword: Sid Meier's CivilizationII is one of the greatest computer games of all times. It is seriously addictive and has kept me from getting enough sleep many a night. Here I compiled some little-known facts

One caution is when the map is very small or very large. This can shift the turn lengths so that they mirror those of the level above or below the one you are playing.

You know- someone should lobby markos and dan to put the oedo years in a guide in the Civ II section- evn though the game is getting old... just a simple html page...

Eh? I've never seen this nor heard of it before. Does a very large map shift the to mirror a higher level of difficulty? If so it would have no effect at Deity, and I'd never notice.

I once had disorder for 15 turns after revolting in a odeo year and then having a city in disorder in the following turn
