yes according to what i read about civ IV it will be kind of open source .....
but it will be very different compared to civ II ...... no more government types , alot more buildings , every leader will have his/her own personality even if humans play them so if i understand it right it might be tough to go for conquest if you are ghandi ..... , unique units , the promotion system .... , the introduction of "great people" , more wonders/different wonders ?? , war might be more difficult ..... and a very different value system for the units ..... , also i think you will need to built some city improvement if you want to use the special ressources (this would be good and reduce the value of those ressources at the start ) .....
it sounds good ,i just hope for once that there will be no exploits like in all previous versions .... but i guess that will be idle hope ?
