Need [rules.txt] help!

Hullow lads & lasses, I encoutered the following, veritable problem:

I was editing the rules of my Highway to Hell release edition when I noticed a strange thing: The *Invention* technology changes the people in the city screen to the renaissance style. But in this case it doesn´t.

Any ideas why?
