The Altera Centauri collection has been brought up to date by Darsnan. It comprises every decent scenario he's been able to find anywhere on the web, going back over 20 years.

Civ3 is locked between classic 2d graphics (eg civ2) and full 3d graphics. My view is that it is not that greatly adapted to full 3d, which is how these sets were made (with some minor alterations in 2d) due to the medium size of the cities, but on the other hand they are too big to produce in 2d.

The recent thread on a Justinian graphic update made me realize that Curt's excellent "Ancient Rome" city set might not exactly be appropriate for the Roman/Byzantine Empire of that time. So, I modified his and Heresson's Renaissance graphic and got this, which I think would do well for Christian Rome:
