TOT city.bmp problem

I have both the most recent versions of Civ2 MGE and TOT, but when I load TOT, everything except city.bmp appears normal. When I click onto a screen, the background just appears as black. Any ideas on what this is? I'm trying to run the old TOT Dictator, by the way. Classic

Well, I uninstalled and reinstalled TOT, now it works perfectly

Actually,
There is a new ToT Dictator that is almost ready.
It is only waiting for some units, and it will be released.
