If a land missile unit (such as the Assassin and Ninja of the Microprose Mongol scenario, for an example everyone will be familiar with) enters an ungarrisoned enemy city, does this count as an 'attack', thus capturing the city, but expending the unit, leaving the newly captured city ungarrisoned?
