Wonders

Hello!
I made a civ2: fantastic worlds scenario, but I found a (big) problem - all wonders cant be produced by players in the game . It has nothing to do with rules or events, I tried this. Doesnt anybody know how to help ?

Make sure wonders aren't set as objectives.
