Removing the dat seems to have fixed the prob!
A new dat file was created and all is well...
Must have been all the loading and messing with civ-city that perhaps flung things into disarray!

Great! If you are going to continue to do things that might cause problems with CIV2.dat, it might be an idea to make a backup that can be used to replace the file if difficulties recur.Excerpts from the Manual of the Civilization Fanatic :
