Sheesh! I guess since it's only needed once or twice for people it gets short shrift but I sure can't find it. Civ fanatics, Appleton, etc... No where to be found...

There are a couple depending on version... mine is called:
CivIIMultiUpdatev1.3.exe (1.7mb)
for the standard (non UCC) Civilization II Multiplayer
I'll email it if it's correct.
