I have some role 0 Chinese Infantry that love to attack the far better Japanese troops. In fact, the role 0 partisans which are Maoist Rebels will go for the Japs too, even though other scens I've done have had partisans that rip up roads like crazy.

As role one is used for all infantry in the original civ 2 version units with this role may also move around a lot on the map and attack units in their way if they have stats to make civ think they're in fact offensive units (possibly restricted to units with a movement value of one tough).
Not all infantry has a role of 1 in the original civ2 setup. Marines, and I think Paras, have 0. And Explorers and Partisans, of course, even though explorers can't attack. Role zero just tells the AI to take the unit way out into the wilderness more frequently than it would otherwise...I think.
