My 2 cents worth:
IIRC, solar plants seem to reduce the negative effect pollution has on scoring. For example, 5 polluted squares leads to a -50 on your score. Each solar plant built reduces this penalty by 10. (I discovered this a while back in ToT, when trying to count the polluted squares for cleanup by checking my score in-game)
A quick fix for your huge cities starved by global warming is to send food caravans back and forth between pairs of them. This has the effect of half filling the food box, and buys you time during the clean up.
I had a couple other pennies to add, but I think they fell and rolled under the desk.
