What do you mean by "well-annotated?" The instructions left by microprose are pretty clear. If you're referring to leaving behind semicoloned notes explaining changes you made and why, that seems unecessary except to tutor beginning designers dissecting your scenario for educational purposes...
And I think this *might* be in the wrong place. I believe the HTG subsection is just a repository for old or valuable info, not inquiries. Don't quote me on that though.
