I nominate Kestrel for his Test of Time multimap scenarios. Long before anyone else had mastered ToT modding, Kestrel produced a number of multimap scenarios on a variety of fictional subjects. He is one of the unsung scenario masters of Civ2. I think he's been overlooked for too long. Gracias.
