I would mix it up a bit mate - so you get both etc...

but mainly I am going for collateral damage... hurts more over

sending more Troops to Portland as a Jumping off point in our war with Monte

South East Force Command
staging from St Louis 6 3
initial attack into lands around Tlaxacala
11 choppers
13 infantry

Western Command
staging from Cherbourg
to destroy western cities
23 choppers
16 infantry
6 tanks (more tanks will join)

North East Force Command
this force is still being compiled
it will contain the 10 tanks coming off the production lines next turn

all remaining troops are being dug into as home defence units

the fighters are being used by Western Command at this time

the destryers are on hit and run raids on shipping lanes...
