I should apologise and issue a correction here. I made some comments earlier about highland maps and am now scraping egg off my face. I popped a goody hut and got a map. It appears that this highland map IS large enough to have an inland sea with ocean and coastal tiles. So it is possible to have coastal cities with lighthouses and harbours after all (just not many). Didn't see any seafood resources though.
