I could track the deal between g_storrow and Sabrewolf the turn before already in the F4 screen, and there was this quote with Math under Sabre that he "cannot trade Math". So this looked like a ingame protection against trading techs the turn you receive it. But when the trade between me and g_storrow was done, at this same turn I could offer it already on.

1) you might have noticed that when you end your turn, your cities build grow, build, etc. and the research continues, sometimes finishing a tech. in such a situations the games gives doesn't allow others to trade that with you until you actually get the next turn. i'm not quite sure why it is like this, but i like knowing that i built the pyramids, founded buddism, etc.
2) in single player, if you buy/trade a tech from the AI player, you cannot immediately trade it further. this is a means to prevent exploiting AI trades against eachother. in civ3 you could buy a tech as soon as the AI had it and then sell it to all other civs making shîtloads of money/other techs with the trade.
3) again in single player, if you bought/traded a tech (let's say alphabet), then you couldn't immediately get something following it (eg. construction, calendar, currency). i presume this prevents you of extorting AI civs that have a tech lead upon you but less military. you could go just researching military techs and bully the AI to give you back all. in civ3 this was similar in single trades, but you could still trade multiple "levels" in the same turn
