How do you see this game working? You can only build the one city? Or can you build others, and it is just a case tha the land will be 'tight'?
And I suggest no tech brokering.Cry havoc and let slip the dogs of war .... aw, forget that nonsense. Beer, please.

Map Types
I've run some tests using various map types and sizes:
Pangaea-Duel: Too small, not enough room for all 18 players
Pangaea-Tiny: Enough land for all 18 players +land for ~10-15 more cities depending on water level.
boreal/greatplains/rainforest/etc.:
Landmaps(general)-Duel: Generally there is enough room for all 18 players, but 5 to 6 unlucky ones may have to wander around for a while.
Landmaps-Tiny: Room for all 18 capitols, plus room for maybe 20 more cities. (ie enough room for 2 cities per player.)
Donut-Duel: Too small
Donut-tiny: A surprising amount of room, perhaps as many as 3 cities per player.
If you have water or peaks in the middle, you'll only have to worry about two neighbors at a time."
