Hmmm, that screwed me up. I accidentally sent a duplicate file to Gramps cuz they sort by file name in my list and I didn't look for one that was going to Vovon.
Anyway, turn to Vovan...and Kyoto is the #1 city with a Pop 9!!! Weeee!!!
