I played 2 games at Monarch and the HRE is usually skinned by all it's neightbours because it starts weak. But at Noble level I guess it will have plenty of time to strenghen and we will have it added to Russia and the Ottomans has strong contenders.
BTW, only 1 independant city left in Iberica. The reconquista is almost over with the help of my friendly Aragonese neighbour
