OK, I've screwed this up now.
I logged in as Qin Shi Huang by mistake (stupid switching of pictures + a sub-concious desire not to be Mongol in both Flamefests).
Then to compound the mistake I exited without placing anything, which apparently gets the AI to spend the points....
I'm not happy at all with what it's done, but I'll play on if that's the consensus.
