            Cool. It is the responsibility of the people who built in the affected spot to pay for their own rebuilding.

            If you happen to have built in a high risk area, you should shoulder the burden for rebuilding after a disaster. Of course, if you got leveled by the disaster, you cannot afford to do it.

            Following this reasoning, why is the Federal Government paying anything to rebuild a city built below sea level with no industry that got leveled by an expected hurricane and is now demanding money to put itself in a position to get flattened again?

            Reason says no. Emotion says yes. What is the correct answer?

            Are these the same people now asking for money that said that California should be denied after their earthquake - because they KNEW they lived in an earthquake zone?

            It is like the person that gets angry at traffic in his neighborhood but that drives at 45 mph on a "shortcut" throught somebody else's 25mph speed zone...

            Curious how perspective changes the "correct" and "book" answer!

              Well, the US government was the product of the Age of Reason, the idea being that elected representatives would conduct themselves based upon their reasoning faculties. The principles of minimal governance and seperation of Church and State are supposed to leave enough room for society to deal with emotional issues via more personal channels.

              It seems to me that nothing in our contemporary political system is in the ballpark of a 'correct answer'...

                          I'm not to familiar with property tax law, so I can't say I fully understand the consequences of a 'hazard tax', and I apologize for any implication that you would think it would be a good idea...
