    Chapter 16
    The 1645 Revolution

Following the epic victory over Ottoman forces in the battle of the Karsk lowlands, the Russian Princedom was transformed. The official reason for these changes were that Prince Igor willed it. However, historical sources has shown a drastically different picture, one of internal strife and conflicts between two extremely powerful personalities.

Brigadier-General Yussuf ibn Volukovich, the son of a muslim shoemaker in Moscow, enrolled in the Military Academy and graduated with the highest distinctions. During his time in training, like many other cadets he read extensively about foreign philosophy on matters of self-government and individual freedom. Byzantine sources predominated, but also Indian, English and other great thinkers were studied alongside Machiavellskij and other Russian authors. His many letters to friends from the Military Academy following graduation show a vibrant interest in political matters and philosophy. Some of these letters are among the compulsory reading in many philosophy classes as well as in the Military Institute.

Graduating with the highest honors possible, the free-thinking radical believed Russia needed to change drastically if it were to develop sufficiently to compete with other nations. Being a military man of a poor family, he failed to achieve the ear of the upper castes, and failed to appeal to the lower. However, within the military he became through his writings of textbooks, his charismatic personality and his ferocious determination, a popular and renowned figure.

The buildup to a coup in the 1620's (detailed in chapter 13), caused official attention upon the Brigadier-General who decided it was safest to flee Moscow to avoid arrest. According to historical sources Volukovich who was a muslim by birth believed he could easily initiate a coup in Arabia by military force, solely with his division of loyal elite Grenadiers. As he was crossing the al-Jazeera channel, the 2nd Russo-Ottoman war erupted, causing the Brigadier-General to return home. Landing near Rostov his troops marched to the front lines where he took command of the defences. The details of the 2nd Russo-Ottoman war are covered in chapter 14.

In the wake of his brilliant victories, the lower castes, the troops, and people throughout the Russian dominions wildly admired the recently promoted Field Marshal Volukovich. His popularity, especially among the troops, outweighed even that of Prince Igor himself. It was under these circumstances that the two men met.

    • Part 2
Prince Igor had recently returned to his Princedom from diplomatic journeys to Egypt, Byzantium and Arabia, and due to his absence he had been unable to lead the nation's defences, allowing the General to take command and gloriously win the war. Initially Prince Igor saw ibn Volukovich as "a subversive soldier gone rogue, he has foresworn his oath of loyalty to the throne and is no better than any common traitor" (quote from letter). However, Volukovich's popularity made any arrest impossible, especially as he commanded direct loyalty from a majority of the troops. Prince Igor realized that if he moved against the popular General, he would easily have a dangerous rebellion on his hands, with The Grand Army splitting into two factions. Volukovich's military genius would then be turned against the Prince, and with the growing popularity of the ideas of self-government and individual freedom, the Prince decided to commence secret discussions with Brigadier-General Volukovich.

What followed was an intense battle of wills between the Prince and the General as they sought to limit the eachother's power. The General demanded that the Prince agree to a limitation of his near despotic powers by allowing votes by the people to elect the leader of government and head of state. Furthermore he demanded the abolishment of the Vassalage system as he believed it stifled the Russian people. Initially Prince Igor refused the demands outright, but in the following weeks their discussions continued and the Prince gradually came to realize that many of the suggested reforms could strengthen the nation, even if it would weaken his personal position.

As the Ottoman leadership sought peace, Prince Igor was forced to abandon his discussions with the General and meet with the Ottoman delegation. It was at this time that Brigadier-General ibn Volukovich committed, what some would say to be treason, others the most noble act of liberation. He stated bluntly that if Prince Igor did not agree to sign a declaration promising reforms within 5 years, the General would march to Sevastopol and announce an independent Republic as a beginning of a campaign to liberate Russia from the undemocratic monarchy.

Prince Igor had no choice but to agree to sign the declaration, as a civil war at that moment would allow the Ottoman to regroup and continue the war effort against a divided Russia. Signing the declaration the Prince then travelled to the border where he met with Charles Martel, leader of the Ottoman armies and accepted the surrender of Ottomania. His victory terms were by many seen as an offer of reconciliation to the Ottomans. General Volukovich particular believed it to be a mistake stating that if Russia did not further reduce Ottomania, "this peace treaty will merely result in a 50 year armistice".

Following the publication of the Prince's declaration of reforms in the Moscow Gazette in 1645, the grand work of drafting Russia's new constition began. 5 years later intense negotiation between vested interests and representatives of the people ended and the constitution of 1650 was announced amid grand celebrations.

      • The Princedom of Russia was abolished and replaced with a Constitutional Monarchy dividing power between the Regent King and an assembly called the Duma, with representatives chosen by popular vote within each caste. Workers, Farmers, Fishermen were given equal representation as the other groups, Clerks, Soldiers, Merchants, and finally Nobles. The title of Prince was discarded and replaced with that of King. The overseas provinces, Nova Semlja and Izhirbayzan were given special rights and to be ruled by the newly created titles of Viceroy and Lord Protector, respectively. These positions were attached to the King personally, but upon his death, the provinces would be allowed to vote to choose any person to have the title. Prince Igor went from ruling 1 divided princedom to ruling 3 independent yet united province states.

The medieval laws of Vassalage were abandoned as the nobility had gradually lost their position of power in society due to the demographic changes that swept the nation (chapter 11). The lifting of vassalization laws created a massive surge in expressionism and nationalism as well as economic gains. Shortly thereafter at the first gathering of the Duma, Farmers, Workshopmen and Fishers were able to force through an effectivization of the economy by removing the ancient trading priviliges system previously held only by Nobles. The Free Economy Act was a fact.

Finally a pan-faction alliance between religious minorities were able to force through with a small majority, the abolishment of Hastogianism as the official religion. All religions were to be treated by the state equally.

The result of the changes in laws effectively doubled Russia's then meagre GNP and greatly increased state incomes. Higher taxes, increased wealth creation and trade, all these things contributed to spur Russia into the Industrial Revolution.

                • Basil summoned his advisors as he prepared to leave Friendship City to return to Constantinople to attend to the affairs of the Western Byzantine-Egyptian Union.

“My wife and I” (a few eyebrows were raised, and smiles flickered across the normally hard men of the council) “have decided that the first great act of the Byzantine-Egyptian union should be the construction of a railroad from Nicaea in the West to Luxor in the East. Make it happen.”

“I am now returning to Constantinople to attend to affairs there. However, I am anxious for the safety of the Eastern Byzantine-Egyptian Union and the security of my wife’s dominions. There is massive war across the seas to her East, coming ever closer. We – the Byzantines – are pledged to protect the Egyptians as our own. I will not see my wife’s lands threatened and raped a second time by the demons in the east. You will organise its protection. Now.”

                  • When he dismissed the council, Basil indicated for the head of the diplomatic corps and the chief of the secret service to stay back.

“So tell me what is really going on to the East

Sir when you set fire to a building, to begin with you see nothing. Those with a sense of smell know something is happening, but others looking on see nothing. But once a fire is set, it will build and spread until finally the flames erupt from the windows and roof. ,

                    Basil nodded.

But sir, when you set fire to a building you do not know what will happen. Fire is uncontrollable. It may burn where you intended. It may not. It may spread to neighbours. It may burn just part of the building and collapse it. It may reduce it to nothing. A fire once set will change the world in ways unknown

Justinian set such a fire in the proud temples of the Vampire Queen. Now finally the world sees the flames.”

“But will they burn to the benefit of the Byzantine-Egyptian Union?”

                    Who knows sire, who knows

“And what is the advice of the Byzantine diplomatic corps?”

Sir, we have requests and communications here from all those involved – Mali, Natives, Indians, Koreans, English and Persians – and from others soon to involve themselves.”

“and you are preparing responses from me? Which pursue the best interests of the Union?”

They are here, sir” the diplomat smiled as he handed over the papers. Basil looked up at the secret service chief, who nodded. Basil signed the papers and left for Constantinople.

                    • The Democratic and Free Government of Peru grows ever more annoyed with the Chief Eunuch of Korea.

Peaceful supply vessels to the South are now blocked due to this paranoid nation that will send forth spying craft into Peruvian waters whilst claiming that mere Galleons represent a threat to them. They cry that Peruvian culture endangers them when no scrap of their land has any threat to them!

The impotent and cowardly government of this nation pledges aid to its' friend and yet nothing in support. Better never count Korea as a friend, my people know this to their cost, but ignore the tedious drivel of their emasculated leader.
