I report I traded a voucher to Persia for a tech. They didn't receive a tech from me - only a voucher.

If this means I have spent two vouchers in the transaction to compensate Persia for the trade, so be it.

OOC: I'm still not sure how these vouchers work ... it seems I always end up losing more than I expect, regardless I'm reporting a trade with Persia. Just let me know what the damage is.
