Note: I didn't see the mighty P's confirm this transaction. I'm assuming I wasn't on Oxy when it occured and I imagined it all.

The tricky thing is that giving a tech away costs 1 voucher.
Receiving a tech doesn't cost a voucher.
Therefore the receiver mostly compensates the giver by giving 1 voucher.

Mostly it's like this:
Tech giver:
- gives 1 tech and loses 1 voucher (to the game)
- receives 1 voucher from receiver
result: no change to vouchers (-1 and +1 = 0)

Tech receiver:
- receives 1 tech
- gives 1 voucher to the tech giver
result: -1 voucher

I hope that losing 1 voucher is not more then you expected Arabia
