Problems with Hot Seat

Hi there, just restarted playing CIV IV yesterday, however have encountered somewhat of a barrier. I attempt to start a Hot Seat match with me, my girlfriend and the rest of the places set as AI's. However after we have our turns, the computer gives us control of each of the AI's in turn. Am I being stupid or is it impossible to play multiplayer with two people and the computer taking control of the rest? Thanks for your time.

the game defaults to human players
when you do the setup you have to click on colomn second from the left and
change human to AI
do for all slots

if new slot pops up make it closed
