I think it's very poor form to artificially boost other civs in a wholesale fashion like you suggest.
It spoils the great Rome story line. But I think you as a player (whoever you are) throw these nervous wobblies after dishing out stuf IC and then get very anxious about repercussions.
I understand you want to gift all your cities except your capital but still log in each turn to play your OCC challenge.
How ridiculous. If you are logging in anyway you may as well just play Rome and stop spending 2 hours a day on planing and posting if you can't afford the time.
