Rome played their turn ages ago yet we are waiting for the timer to click over.

If it happens again for Rome I'll manually turn his game into AI. (ie. kick him temprorarily)

He can then come back and reclaim his civ, but the turn will proceed.

Why would you do this? The purpose of a timer is so that players have the full span in which to play a turn.

Seriously, all this moaning just to save a few hours in a game that is going to last over two years.

If it was 5 or 6 players I could see pushing to get the turn ended early. With 18 players however it is going to be a reoccurring theme that someone is going to miss a few consecutive turns. It won't be the same person either. The turn flipping early is going to be a rare event. Wrap your head around it and get used to it.

Japan and Viking, you got to find another hobby besides sitting at the computer all day waiting for the turn to flip. Play your turn, go about your life, and play the next turn the next day.
