HOTW12 found a good balance so that plenty of wars occur. I wasn't happy about the Carpathian capital being taken and would never choose to do this myself (but because Carpathia sulked and refused to negotiate diplo style the game came close to a precipice).
A few things in my defense
1. The Carpathian capitol I took had been their capitol for all of like 20 turns. If a player moves their capitol to be right on your border I don't think they can hide behind a no capitol taking rule.
2. Capitols, wonder cities, shrine cities have always been able to be captured and, in some cases, kept. But they have significantly more weight to them and that deserves to be considered during diplo negotiations. Plus the "crime" of taking one's capitol should be considered internationally. (which it was in HOTW XII)
3. He started the war, not me.
4. He was muuch bigger and stronger.
5. He started wars against his other neighbor (and was thus a long term threat).
6. He left his cities fairly undefended. (and had consequences to face for it)
7. He refused to negotiate or even talk after many, many, many attempts by me to end the war and talk.
8. I totally kicked his ass.
9. He wasn't crippled, but the balance of power was definitely shifted, which is quite interesting in diplogames and sadly because people are so damn timid about war it rarely happens. We need more big wars that tip the balance of power or Deity, Toni and I will win every game. And that gets boring after a while.

yes i remember a war in one HOTW game where Ozzy subbed and destroyed a neighbour , took many a long negotiation to placate the poor leader.
Oh by the way, why is anon so important? Does that mean i should never reveal my civ i have picked? i guess my typos in my story post wil lreveal it anyway !!!

Yes, the idea is that we keep our identities hidden. It's the obvious trick to let others think that you're someone else.
ideas:
1. say turn every 10 seconds (Toni)
2. say "There's a red dot on my screen , I'm hacked!!" (deity)
3. Say something like: "The youth rights in the Youngster States of America have improved!" (Ozzy)
4. Say: "Pelease make paece!" (Rasputin)
5. Or: "I'm the biggest civ guys! all bow for me" (BlackDragon)
