I don't recommend using the Civ4 in game chat option. It's not very good. Get Teamspeak or Ventrilo or one of the other varieties of non-game-specific chat programs
<Reverend> IRC is just multiplayer notepad.

I'm using skype during my team games - it's efficient and works just fine. Of course I turn off my camera
