Multiplayetr question/strategy

Would you get worried if someone parked a unit outside of your borders and hasnt moved it for 3 or more turns.

Should I think that my so called..neutral partner might not be so neutral.. We do not have open borders its still early.

Just keep an eye on him and have units ready in case he turns hostile. Trust, but verify.

He's probably using it to keep an eye on you.

Whenever I do that in a multiplayer game it is for three reasons:

1) Spy on a player's progress
2) Make them nervous
3) Poach a worker if that player is careless enough to put one there.

Whenever another player does that to me, I generally regard it as a prelude to hostility and gear up to either attack or defend myself better.
