Here's an interesting scenario I played recently:
Player starts with a handful of Ancient/Classical techs and modern units - I played with 5 Infantry, 3 Marines and a rough mix of mostly industrial and weapon techs.
And that's it. No settlers, no cities. Sure, it's easy at the beginning - just steamroller over the enemies and take their cities - but you're going to be static for a good while until you can find them.
If it's too easy, play with fewer units and reduced techs.
